POTOMAC-MECKLENBURG GARDEN CLUB BY-LAWS
ARTICLE I — MEMBERSHIP
Qualifications for active membership shall be an interest in gardening and in the garden club's activities.
A member who is unable to attend a meeting should notify the hostess in advance.
ARTICLE II — DUES
The annual dues of $10.00 shall be payable at the June meeting. Any member whose dues have not been paid by September shall be considered delinquent and so notified.
New members who join the club between the months of November and February shall pay half the amount of the active member dues.
ARTICLE III — MEETINGS
Regular meetings shall be held the fourth Wednesday of each month, except January, July, and November.
The club year shall begin in August and end in June.
ARTICLE IV — ELECTION OF OFFICERS
A nominating committee of three members shall be appointed by the President at the March meeting in alternate years. The committee shall nominate a candidate for each office and present a slate of nominees at the April meeting. The election of officers shall be held at the April meeting.
- Election shall be by majority vote of members present at the April meeting. Newly elected officers shall be installed at the June meeting.
ARTICLE V — OFFICER DUTIES
1) The President shall preside at all meetings of the club, of the executive committee, and shall be ex-officio member of all committees, except the nominating committee. The President may call special meetings when necessary, appoint special committees, and fulfill the usual functions and perform the usual duties of the President.
2) The incoming President shall ask for committee volunteers for the new club year.
The co-Vice-Presidents shall discharge the duties of the President during the latter's inability to act or during a vacancy in that office. Should the Vice Presidents be unable to act, the Recording Secretary shall preside. The Vice Presidents, along with membership suggestions, shall also determine and schedule the program for each meeting and update the yearbook.
The Recording Secretary shall keep a correct record of all meetings of the club and of the executive committee, which shall be read at the next regular meeting of the club or sent to members by e-mail. The Recording Secretary shall record the roll at each meeting and keep a correct record of attendance.
The Corresponding Secretary shall notify all members of meetings. At meetings, the Corresponding Secretary will read all correspondence and will write a note of thanks to all speakers. She/He will write other notes as directed by the club president.
The Treasurer shall collect, hold and pay funds of the club, as directed by the membership. The Treasurer will keep accurate books of account and report the financial condition at each meeting.
Each officer shall deliver to his or her successor all books, papers and records of his or her office.
ARTICLE VI — DISSOLUTION CLAUSE
Should the club dissolve, any funds remaining would not revert to individual club members, but be distributed to non-profit organizations such as school libraries, conservation and education camps, or PVAS supported activities.
